Both have their problems. The classic example for the Golden Rule is the masochist. Both rules have a common problem, though. The administration of "justice" for one who breaks whichever rule is certainly coercive, and is unlikely to be what anyone would like done to themselves.
Given a choice between these two, I would choose non-coercion. It does not require me to believe that what I want done to me is what someone else wants done to them. However, in the absence of a system for dealing with those who do not follow the system, neither rule will be very useful.
